DDN is thrilled to announce and extend a warm welcome to Mr. Mahmoud Salem as our new Non-Resident Senior Fellow for Global Cyber Security and Digital Rights Research and Policy Innovation.
We are incredibly fortunate to have an individual of Mr. Salem’s distinguished caliber join our mission. His appointment marks a significant step forward in our commitment to shaping a secure, equitable, and rights-respecting digital future.
Mr. Salem brings a wealth of unparalleled experience from the front lines of cybersecurity and digital transformation. As a former Senior Cyber Security Intelligence Analyst at the DCSO Deutsche Cyber-Sicherheitsorganisation GmbH (German Cyber Security Organization), he led threat intelligence research for critical regions and was instrumental in building pioneering public-private partnerships for cyber threat intelligence sharing with Fortune 500 companies and government agencies. His background as a Digital Transformation Director at Telecom Egypt, where he led a CEO-mandated organizational restructuring, provides him with a unique, 360-degree understanding of digital governance from both corporate and policy perspectives.
In his role as a Non-Resident Senior Fellow, Mr. Salem will focus on analyzing and innovating policy in several key areas:
- Emerging Digital & Cyber Security Governance: Examining and proposing robust frameworks to address evolving threats in a fragmented global landscape.
- AI & Platform Accountability: Developing forward-thinking mechanisms to ensure ethical AI deployment and hold digital platforms accountable for their impact on society.
- Cross-Regional Privacy Standards: Researching pathways to harmonize privacy protections and data rights across different legal and cultural jurisdictions.
His proven ability to translate deep technical expertise into strategic, actionable insights—evidenced by his success in driving product development for AI-enhanced intelligence platforms and achieving significant commercial growth through client-centric strategies—makes him uniquely qualified to bridge the gap between theory, policy, and practical implementation.
